Loading screen hint of lies?? (Freddie and Clown)
Clowns gas and Freddies pools of blood do not prevent fast actions.
This occurs ALL THE TIME.
During the loading screen, some hints imply that's how these abilities should work, yet they don't. I'm not the only one who gets these in game hints that aren't applicable correct? Is it something they removed from an earlier build but never bothered to change in the loading screens?

They do. They just don't when the action is already taking place. This is why placing a puddle at a window typically doesn't work when jumping from the puddle side to the clean side.

So since the puddles are so small and have almost no effect, they're virtually useless then. So then what about the Clown?

Clown is able to slow a survivor down, including their acceleration, making it substantially harder to fast vault and instead will medium vault in many situations where a fast vault is other possible.

That's neither strictly wrong or right. The problem is that DBD's fast vaults are a bit weird. A survivor needs enough momentum to get a fast vault. The only info I have on how that would usually work is that survivors need to build up momentum for 2.5 metres.
Both Clown and Freddy slow survivors down so significant (15% both), that they don't have enough momentum to get a fast vault. However, there are some other things like movement speed buffs and latency that also have an impact. Also, it seems like you cannot prevent a fast vault after it has already begun (around the time an item would disappear).
This leads to some cases where survivors get fast vaults when they (in theory) shouldn't. I am unsure how fast exactly a survivor needs to be so that they can get a fast vault but I saw survivors get consistent fast vaults while suffering from Wesker's 8% hindered effect and using Hope (7% haste). Meaning, survivors seemingly don't need to be at full speed to be able to get fast vaults. This would also mean that survivors would be able to fast vault before they accelerate back to 100% after being slowed down or shortly after a speed penalty is applied because it works as negative acceleration, I believe.

"survivors need to build up momentum for 2.5 metres"
Survivors can fast vault windows from a standing position.
BHVR silently reverted the changes they made to fast vaults almost immediately after the patch that changed them. You don't have to run in a straight line, and you don't need to be running for a set time to get a fast vault.

That can’t be true. If you sprint vault from a standing position it will always be a medium vault, not a fast one.
unless you have enough distance from the window.

Vault vacuuming is also a reason

That's not right. There are three different types of vaults (at windows). Survivors cannot get a fast vault from standing still. It will only be a mediums vault. It has worked this way for years. 4 years, if I remember correctly.
Survivors don't need to run 2.5 metres in a straight line it seems but it's very hard to get fast vaults on some windows. If you move the camera correctly and change the direction in a fluid (continuous) motion the momentum carries over. But that is something that sets apart good and mediocre survivors.
