Why can we only have four perks? Why not five?

I feel the killers are more faster than the survivors the survivors should at least have one more perk.

Again, this would either add too much strength or utility. Having 2 medkits with the right addons could get you 4 self heals at the max which is pretty close to pre nerf medkits, or you could bring a medkit and a bnp toolbox or bring 2 bnps with 2 commodious toolbox's. If you are unaware many argue commodious toolbox's with bnps is too much, now imagine if you could have 8 of these maximum instead of 4. It would simply be too strong. Items are fundamentally balanced around only 1 being brought in per person and even then people argue they are too much, so imagine 2 of them.

Given that things like perks and items are quite heavily part of balancing we'd need to weaken them if there was more of them available.

So for example with medkits, if players could carry two (plus have the in-game option to get more) we'd need to weaken medkits - then the issue would arise that a single one would be essentially worthless and players would need two. It's a very fine line to make something usable in game, and useful without making it overly strong. Which is why medkits had their recent updates as they were incredibly strong prior to that.

I hope you're joking here. Survivors get 16 perks per match max. Killers only get 4.
