Under no circumstance should I be banned for the simple act of "not wanting to play against a killer whose power gives me tremendous headaches" and you're goofy if you think otrherwise.

This is a double-edged sword for me. The easiest answer is, no. It is not bannable by the ToS. Should it be? Well... Yes and no. If you do it occasionally here and there, it's fine. We've all done one time or the other for reasons (like cheaters, bullies etc...). But if you give up constantly on the first hook in the first few minutes of the match, then BHVR should begin to take a look at you.
I mean, there should be mechanism that takes into account on how long your match lasts in average according to the first hook. If you keep constantly killing yourself on the first hook X amount of times in a timespan of Y, then there should be a first warning to be given to player which says "If you keep doing this, you'll be locked out of matchmaking after three warnings" And after three warnings, the MM lock timer increases the same amount like you were DC'ing. But should it deserve a full account ban? No.

No problem. But could you give killers the ability to open the gates at any point of the match, for the same reason, please?

Remove the DC-Penalty and you will see less Hook Suicides. I mean, for the Survivor Team it is the same, the Bot is as helpful as a dead player (sometimes even worse). But at least the Killer gets some plaything to toy around and get their PGTW-uses from...
Punishing Hook Suicides would not do anything. If someone does not want to play, they wont play. And if they just AFK in the locker or AFK in general, it would not really matter.
With DC-Penalty gone there would at least be a Bot which helps the Killer to get some points. And no DC-Penalty would be an incentive for people to DC instead of Hook Suiciding.

I think it's a good idea to maybe rework the cobe mechanic.
The 4% self unhook helps those the most, that deserve it the least. At least from my experience.
The only problem there is that it's connected to the luck mechanic.

You can put "killing self on hook" in the same category as "Ragequitting". It's in the "Unsportsman like conduct".
It's like "feeding" in any MOBA games like DOTA or LOL in order for your opponents to win a match faster.
The only thing different is that you avoiding the DC penalty.
We need the MOD to answer this correctly tho.
With Bots in the game it shouldn't be any difference.

It's still not bannable and it would be absolutely silly to make it bannable.

Because the devs left the ability to let yourself die on hooks when they changed the 2nd hook state. They had the chance to remove the ability to let yourself die on hook, but did not. So it's clear the devs want survivors to give up whenever they feel like.

If I'm on hook, and my teammate is the last survivor standing, then the best 'team play' to give them a chance at survival is to let go on hook for them to maybe find hatch.
That scenario is actually one of the most 'sportsmanlike' plays you can make in this game.

Thats also pretty much why slugging for the 4k exists. Its simply more pragmatic to give yourself ~4 minutes than risk only getting maybe half a minute.
Not someone who slugs for the 4k on the rare occasion I do play killer, but its a cause and effect kinda thing.

Really the current hatch mechanics are to blame here, not hooks.
Even if you deleted any options on hook other than to hang there for 60 seconds per hook stage, the killer's 'most efficient option' is to slug and take up to 4 minutes to find the last survivor, instead of at most 1-2 full minutes.
That choice doesn't change at all in this case.

hookiciding makes the difference because of how short it can make the duration. I agree its a hatch problem, but people shortening their hook timers so the other person can get hatch isn't a null issue for killers compared to just slugging the third. Slugs can't reduce their timer, after all.
