Couldn't the game just check if the killer/character is moving at infinite m/s and hitting with zero cooldown or anything that's reasonable below what the game usually allows for x amount of time and automatically ban those accounts?

Of course they could. Same with cheaters bringing more than 4 perks, doing gens in 2secs solo. Your location and active perks are communicated multiple times a second. It's annoying af when you go out of sync & can't play the game or die but you can see the game playing around you.

I guess the bigger question is why haven't they done it? The game is hosted server side.

The reason they haven't and won't is same reason most gaming companies refuse to aggressively ban cheaters - they'll do it in waves spaced a few months apart so that cheaters will re-buy the game/outfits. The problem is that DBD's been given away for free so many times that this business decision just harms legitimate players without bringing BHVR any additional money, as the most egregious cheaters already have hundreds of accounts squirreled away.
