Is this an exploit? Is it cheating?
I died first in a SoloQ match and decided to spectate. The Laurie refused to help any of the teammates and wouldn't do generators.
Instead, she waited by the exit gate constantly putting her flashlight down and picking it up. I couldn't figure out why she spent several minutes doing this repetitive animation and then I realized it was preventing her from getting AFK crows.
Is spam dropping and picking up your items supposed to keep the crows away?

Yes, it prevents crows and forced DC because you're afk, you can report it under "refuse to participate in normal gameplay"

She did have sole survivor, that's why she waited at the exit gate. She was also a Prestige 40 so she knows what she's doing.

I doubt that's reportable, I know several extremely competitive "I'm one of the 0.001% top survivors in the world, look at my escape streak record" streamers who do exactly that basically every single game - they have their full loadout dedicated to emergency escape (Sole Survivor + Wake Up + Clairvoyance + one more, often Distortion to avoid aura reading).
At the slightest sign of trouble, they go into a map corner and repeatedly drop their item repeatedly to avoid crows and wait until everyone's dead, then they go for hatch/gates. They usually sell this as "optimal solo build and gameplay". It's super boring to watch.
If it was reportable they'd probably already be banned considering how often they do that on stream. Btw, the playstyle you describe is exactly why I hate that the game forces me to play with extremely competitive players.

Definitely NOT reportable.
Waiting for survivors dieing and escape with "Wake up !" and "Sole survivor" is a viable strategy.

Staying afk the entire game and using an autoclicker to bypass the auto-DC feature definitely falls under "refusing to participate in normal gameplay" (I believe afk is even used as example in the report feature) and is therefore reportable, although I admit I don't think BHVR would do anything about it, never heard of someone being penalized because they were afk.

I've encountered very few people doing this, but yeah these kind of "play styles" are ought to be looked at if they spread

I'm only interested in the picking up and dropping an item to avoid AFK crows. Is that an intended game mechanic or is the Survivor using an exploit?

Doesn't help that there's a sole survivor achievement i believe, something like repair the last gen by yourself before hatch forces endgame with sole survivor perk and escape.
