Does anyone know how to get it? Or was this person a hacker? I though you would get it during the winter event.

Event stuff usually releases past 10 AM Central Standard Time (USA); It's 11:45 AM CST, so you probably should restart your game.

I got it with no issues whatsoever.
Have you tried turning it off and on again? Have you tried putting it in a bag of rice?
