Sloppy Butcher nerf when?
Seriously, in the right hands, this perk is just broken, especially combined with Tana. I see this perk more often than old ruin or other strong perks. Is there any explanation why this OP perk is still unchanged?

Thana is only remotely useable if using Plague or Legion (or dedicating all perks to anti-heal, even then if Survivors are half-decent you won't ever get full Thana value outside of Plague and Legion).
Sloppy Butcher, along with Surge and STBFL, is one of the handful of good perks that M1/weaker Killers can use effectively that the powerhouses (Nurse, Blight) can't really use as well (since their main attack are M2 attacks).
Most of the reason why it's so common is because it's a free and universal perk that any Killer can use.
It's also the only universal anti-heal perk currently.
Sure it's a good perk, arguably easier to use than other anti-heal perks, but it's not overpowered at all.
Hell, if it makes you feel better, if they gut STBFL (and after they nerf Mangle) then you'll see the number of M1 Killers (and by correlation this perk) plummet and all you'll get when you climb the MMR ladder are top-tier Killers that don't need healing pressure. What little weaker Killers will remain will tunnel, proxy-camp and slug even more to compensate for harder/longer chases and weak healing pressure.
