Doesn't matter. Killer's won. You don't deserve an extra chance at not losing for.... trying to ######### on hook.

You mean a downside other than it only lasting 9 seconds and then needing another perk to not be a dead perk slot?
I guess alert needs a down side? And wire tap? And fogwise?
Lethal has a downside. It's dead 10 seconds into the game.

If this was the only argument against removing 4%, you would also just disable the DC penalty since there's no reason to have it if people can just afk at the hook/run straight at the killer to avoid it.
The reason you keep the DC penalty is because without it people dip out of matches over the tiniest thing. The DC penalty incentives to play out the match. Will it effect everyone? No. Does it make a noticeable difference in how often people DC from a match when it's on? Absolutely.
So remove the 4%. Let your DC penalty have one less loop hole and be an incentive to remain in the match. The same way it does now. There is NO beneficial effect to 4% remaining in the game. It's a throwback mechanic that has no place in the modern game. As BHVR seeks to provide better balancing for the game, removing the ability to be rewarded for trying to die, is a logical step in that direction.

The thing that has confused me since I started playing (~18 months) is why there is one form of getting out of the game (disconnecting) that is penalized for ruining the game and another form of getting out (hook suicides) that is not penalized, but still ruins the game if done early. I'd think that if the belief was that it was truly impossible to fix, neither would be penalized. But if DC penalties are believed to have an impact there is no reason to think that impact can only apply to DCing directly.
Like I get you can't stop it completely, DC penalties don't but they definitely decrease it. Reducing it would be a wonderful step and/or finding a way to at least put a bot in.
As for the impossible comment, I was going off this interchange from the AMA
Q: My question is - do you have any plans to combat survivors killing themselves on first hook deliberately? This is currenly (and has always been) a big issue in solo queue and seems to be happening more and more frequently.
The bots taking over disconnected players, whilst not perfect, was a welcome change but players would rather dodge the DC penalty and just kill themselves on hook which voids the bot system completely. I understand that the DC penalty is necessary also - it's a hard situation to tackle.
.A: I wish I had more to say on this topic but... no we don't have any plans for this. We hear your concern and recognize the frustrations, but we really just don't have any reasonable solutions here. Sad but true. -Mike

Really this argument could be used to remove DC penalty. Is having a bot ideal? No, but it is ideal to have a bot over someone trying to die on hook or doing nothing all game - or if you save them from a hook they go around throwing every pallet down as they have a tantrum. I think if someone DCs, it should give everyone extra blood points and remove de-pipping for that match. Reward people for staying in the game instead of punishing one person that also punished everyone else for their actions.
If it does get out of hand or people are worried about that - maybe being allowed a certain amount of DCs every 24 hours. Like you're allowed 5 a day and after that you get the normal 5 min ban and then it keeps going up until that 24 hour period is reset.
Plus it would help with boring slug games (would rather lose BP and de-pip vs having to wait on the ground for 4 minutes or 5 minutes or more for a new lobby). Also my game has had server issues (which I have sent so many emails back and forth to support about - found out it wasn't my internet or my computer. Game just likes to randomly freeze and then it times out on the server) and I get a penalty for something out of my control.
