So I'm coming back from a long break and realized that for some reason my Bill has more perks than my other survivors. I'm fairly certain these are the perks that I purchased from the shrine prior to the perk rework. Is this intended?

I have leveled up several prestige on the other survivors and haven't received perks in 50+ bloodwebs on several, so I'm 99% certain I have all the available perks.
