Does Pain Res work with Deadlock now?
I thought if Pain Res is triggered when Deadlock is blocking the gen it will rob you a token and nothing happens, but today when I did this exact thing I’m pretty sure I heard someone scream. Am I living under a rock? Does Pain Res now work on the second most progressed gen when Deadlock is activated?

Yes, it will apply to the second-most progressed gen in that case. If there is no progress on any other gen (or if all other gens with progress are also blocked), Pain Res will simply not activate, and you keep your token.
How blocked gens interact with regression events has gone through various changes indeed, some intentional others not. Don't count on it not randomly changing again at some point.
For some time prior to this change, Repressed Alliance was actually a slept-on counter to Pain Res, where you would block the gen with the most progress and it would "eat" Pain Res, consuming the token but no regression actually happening.

I think you were thinking of Deadman's Switch and Pain Res. Deadlock activates when a generator is completed and blocks the generator with the most progress off.

Probably? The generator can't be directly kicked or touched but I imagine perks like Pain Res, Surge and Eruption (If the generator was primed with Eruption before getting blocked) would damage them and start regressing.

That's not true. Blocked gen should not be lose progress by any means.

I remember blocked gens used to be non-immune to instant regression perks (e.g., surge and eruption). Now I’m not sure. BHVR is not very consistent with these things.

Hmmmm... it was my understanding that blocking a generator only stops regression and the ability to kick a generator.
It does not block perks that damage gens, such as Surge, Pain Res or an already applied Eruption.
This is why Repressed Alliance is not a meta counter to Pain Res.
