Rework Decisive Strike and Off The Hook

Decisive Strike: Should not have a time limit. It should be there till it has been used then it deactivates. And the skill check bar should be slightly bigger.

Both perks: Should not deactivate as soon as you do a "Conspicious Action"

    Noed should not be a hex and always be active from the start of the trial
