I Think I Know Why Freddy Rework Being Delayed
I think part of it has to do with the fact that he's a licensed character. Any changes probably have to be run past the license holder, which slows the process down.

I hope it's not a licensing issue, I know people think it's weird I want the rework but I feel very strongly that the rework will make Freddy even MORE POWERFUL than he is now. Players shame him because it's a meme and don't take him seriously despite the fact they always get sacrificed. With the rework it will be a mind trick on them, ''look he's powerful now, good boy'' but in all actuality it will be like ''ha ha bitches you don't even understand!!!!''
So I really hope it's just a really good rework and not a licencing issue that's causing a delay, but some actual news would be nice.

I don't think this is the case actually. When they initially developed the killer, the license holder would have given certain criteria they want to see from the killer. "His power has to put survivors to sleep. He must exist in the Dream World. He has to be based on the 2010 version of the character (meaning no super silly powers or transformations)." So as long as the devs still work within those criteria they were initially given they don't have to exactly get approval from the license holder, though I'm sure they will still take that step just to be sure they don't step out of bounds mistakenly. But it would be something like "here is the final redesign we want to go with, is it okay, yes/no?" and if it's a yes then they go ahead with it.

There doing freddy again with talk about the prototype. It has been since after clown dlc that they confirmed been working on it. Since each killer allocates 3 months of time during the year. Then probally to make enough time for freddy 2.0 they had to make some time between the chapters. So probally gonna get our new freddy before next killer.

I'd be surprised if any work has actually been done on a Freddy rework at this point, given the amount of new content that has since been released from scratch and the timeline of this rework.
I honestly feel that they have been lying about any progress up to this point, given that no evidence to the contrary has materialized, aside from some ideas tossed around on stream, long after such ideas should have been discussed.

I don't think It'd be a licencing issue more than It'd be a work load issue.
Making a new Killer, survivor, perks and map every 3 months is probably very hard to do. We can already see that struggle when Killers don't get their own map and are placed in already made locations like clown and plauge. I don't blame the devs for taking short cuts especially with the short time they have to create new chapters.
I don't think they have a Team big enough or simply enough time between each chapter to rework and test Freddy or Legion, That's probably why it's taking so long.

I prefer some QoL stuff over a rework. Freddy is not nearly as bad as the general DbD player believes and I'm convinced that a rework/redesign would actually make him worse.
The devs' track record on reworks is not good. Spirit was quite an exception and the Hag rework was actually conceptualised by a long-standing high tier Hag main, that the devs then applied to the game.

I agree with quite a few that are saying that the rework is not going to actually take place. There has been no progress shown aside that few times they said they would. how about giving us a little sneak peak on it! I am a Freddy main but with that being said I only use him at low ranks as I get destroyed at higher ranks. he is a joke at higher ranks. I do enjoy Freddy and how he plays the biggest reason why I want the rework is that this is not Freddy it is some dime store version of him that is based off of the Sandman which once again is not Freddy. Freddy is the King of dream Hallucinations and should be delivered as such. he should have fake surviviors that run around the map hurt and you heal them, you should have totems that are not totems, or gens for that matter, he should be able to walk through walls. He needs to be more scary and also be at the top of the tier instead of the bottom.

Game design is a lot of iteration and testing. They probably have done a TON of work on him but nothing has stuck yet. Reason being, something that looks good on paper does not always end up being good in practice. Sometimes the only way to find what works it to try stuff and fail. It's not nearly as simply as you make it out to be.
Hence why the DS change took so long. They said they tested this that and the other thing, and that's because game design IS iteration. They can't just wave a magic wand and have the solution immediately, it takes time.
Don't believe me? Go make your own game. Doesn't need to be this big production, just make a simple board game. Play it with your family. Get feedback. Notice the flaws. Iterate on the design. Test again. That's the cycle and this sort of thing happens probably hundreds of times before you would get to a point where the game would be "good".

I said the same thing about Decisive Strike, and I ended up being wrong. Rancor was what made me think they had dropped any real intention of fixing Decisive Strike.

Spoken like someone that has 0 clue how game design works. If you actually went and made a game, even one as simple as a pen/paper board game you would see what I'm talking about. Or you can live in a world of ignorance. Your choice.
It's easy to criticize from the outside without understanding what it actually takes to do something.

@Raccoon And I'm sure you didn't just come up with the game on the first shot. You had to iterate on it. And I'm betting it's still not perfect, but since you guys play for fun as a drinking game no one is try harding to break the game. And when someone does find a loophole I'm sure you guys are quick to make a new rule to stop it.
Point is game design takes iteration. They aren't just sitting around doing nothing in regards to Freddy they are designing, testing and iterating.

My friend and I made a drinking game. Pretty perfect as it stands.
Place a deck of cards face down. Each person takes turns drawing a card. Number cards are nothing. Jack is a landmine, take a shot. Queen is a cannon, choose someone to take a shot. King is Walk the Plank. As captain, choose someone to walk the plank (take a double shot) and take one shot yourself. Ace is treasure. Distribute 3 shots as you see fit, 5 for the Ace of Spades. Basically - everyone's getting hammered, lets do this.
Lots of testing. Nothing has changed in 10 years.
The "make your own game" point is still valid though. Drinking games can be simple, since the only end goal is to get drunk. Do this - take a drink. That's it.
Actual games that require all around balance are much more difficult. The Freddy rework will be coming. It's highly unlikely it's a licensing issue. They already have permission to use the character, it's HOW they use him that's the issue at this point. They need to find something that THEY think works, with in-house testing. When they think it works, they will release it to us, in form of PTB, to do player base testing. We will give feedback on what we think about the rework, and they will proceed from there, keeping it how they want, or making small changes based on player feedback. But they won't release a rework in a PTB until they're happy with the changes in house first.

I'm glad you made a simple drinking game out of a deck of cards and have faith in BHVR.

I posted a picture of a group of friends playing a board game (similar to Mario Party, we made it) that involved the use of dice, NERF guns, windows, timers, custom player pieces, a deck of cards, and parts of older board games on a homemade painted 3D clay board, along with mention of designing two print n' play card games, but the goalposts flew away so I disengaged.
You're probably better off doing the same to avoid a similar scenario.
