Background Player change...
I think it was good that BHVR finally realized that the speed buff that they gave to the perk before was too much and are now undoing that buff, but I don't think they realize the fact that cutting the exhaustion duration in half is a HORRIBLE IDEA. 20 seconds alone isn't enough time to give the killer a chance to go after someone OTHER than the person with Background Player and if you pair that with Vigil you'll essentially ALWAYS have 14 seconds of exhaustion instead since Vigil reduces exhaustion durations by 30% while it's active and it'll always activate when you're in range for a save and it lingers for 15 seconds meaning that it'll linger longer than your exhaustion will last for.
Keep the speed nerf and get rid of that exhaustion buff since a perk designed for making saves much easier should never be back faster than the time it takes to get another down(if the killer is entering chase instantly after the save).

vigil increases the recovery of exhaustion by 30%. it is 15.4 seconds.

Sorry to ask, but are you getting downs every 30 seconds? Because if you aren't, and it takes more, the Exhaustion length is meaningless for you.

30% of 20 seconds is 6 seconds which means it's 14 seconds of exhaustion.

read description. it is 20/1.3. not 20*0.7. It is 15.4.

Yeah I agree, the Exhausted buff just completely negates the speed bonus nerf.
At least with the current one, if BP gets triggered and they grasp escape successfully, then 40 seconds of Exhausted means that you can get a free pick up if you get another down during that time.
The new one will just make it impossible for a Killer to get a hook if Survivors keep putting themselves in favourable situations:
- Purposefully going down under a pallet
- Going down in an open area
- Forcing a Pallet/Vault grab
- (If Flashbang is in play)
- Jumping into a locker

Whether they're getting downs in 30 seconds or less/more is irrelevant. The exhaustion buff is more likely to present problems, only the speed nerf was needed. By your logic if the killer is not getting downs in 40 seconds, exhaustion length remaining the same is meaningless.
