they are not.
pretty sure the option exists so they know which reports to filter out

Targetting a specific player over multiple matches has been a reportable offense for quite some time. Even tho, this will most likely only affect Streamers who get streamsniped, because usually it is quite rare to end up with the same players again in multiple matches in a row.
But other than that, it is not a reportable offense.
