Idea to help against face camping

So I have run into face camping a lot and I've thought of some things that I think would help prevent it. I noticed the bar fills up very slow and I'll often lose a hook state before it even finishes. What if when facecamping hook state doesnt decay either? I notice a lot of face camping at end game as well tho I'm not entirely sure how to fix that with this idea i still dont see it working. Maybe a longer face camp disables the killers attacks for 3 seconds? Lets someone unhook without punishment when the killer is being a jerk?

If the bar fills up slowly they are not right in your face, as the name suggests that is not face camping. The AFC effectively killed face camping outside of end game and in endgame the killer has nothing else to do but secure that hook... I don't see an issue here.

The bar actually fills up pretty fast if the Killer is right in front of you and staring you in the face. If it's filling up slower then they're not quite "face-camping", or there is another Survivor nearby in which case the Killer doesn't really have a reason to leave.

After the gens are powered, there isn't much for the Killer to do but defend the last kill if they wish, so it would be strange to punish that.
