How is it valid…? Because it's literally true. Look at the achievement list, you wont find it anymore.

They were changed to different achievements when Netflix withdrew the license and haven't been reinstated when they negotiated to get Stranger Things again.

There's no adept Steve because when they lost the license for ST, Steve's perks along with demogorgon and Nancy all became general perks. You could get them on any survivor without actually needing Steve, meaning there's a bunch of people without Steve but with his perks that would have to spend money just to get an achievement
