Killers that can quickly transverse the Map should need to reload their powers.
As the title suggests Killers that can quickly move across the map: Hillbilly, Blight, and Mastermind need to give Survivors a slight cooloff period in the form of reloading their power to balance their quick transversal powers. Especially with the amount of "Reveal Survivor Perks" in the game its getting ridiculous at this point.
Hillbilly: Now that has he has been buffed into the sky lets give him a fuel mechanic. After the 5th or 6th chainsaw attack. Make him run to a locker and have to use a 3-4 second reload animation. Trickster and Huntress have to do this about 15-20 times per match and they don't have cross map/ insta downs.
Blight.: No chill what so ever for survivors. An easy way to fix this is to place pulsating flower buds into the map to reload serum. (Not only is this lore friendly it makes sense instead of having an ever full syringe full of serum.) Blight will need to run to these flowers and play a 3 second reload animation after 15 or so blight charges.
Mastermind: Same as Blight no chill for survivors. Make him go and grab a needle full of Uroboros to reload his power after the 3rd-4th time he uses it to infect survivors.
If you are opposed to these, tell me why does every other Killer power have draw backs besides these?
Every Killer needs to either reload or wait to use their power. Missing a power attack and waiting 3-4 seconds before using it again does not count as a draw back.

Hillbilly had a reload. It was called overheat. this mechanic was changed many times after eventually being removed.
Blight has a cooldown.
Mastermind has a cooldown and his map traversal is not very good. I think it should get buffed.

I'm a bit more hesitant for Mastermind but your right, main reason Billy sucks now is because you can outplay him five times in a row but still end up loosing because there's no real penalty anymore for him missing a chainsaw besides a like 0.5 second animation.
Blight is still a blight on the game and while he does technically have a cool down it's not really noticeable to any extent.

Billy, Chainsaws can easily hold ~1 hour worth of fuel, idk what kind of saw can run out of fuel in 30s unless you have a massive hole in the fuel tank or put in like 3 drops of fuel but that doesn't really track
Blight, Flowers in every trial aren't lore friendly for blight since they only bloom once a year, its basically his wonder drug he has to ration until it comes back every Halloween
Wesker, He doesn't have to recharge a virus it gives him powers because it altered him physically not he uses the mass of the virus to do XYZ at the cost of it shrinking till he recharges or waits a while, if anything make him drink a energy drink or something
None of these are accurate or even niche in terms of lore to any of the character and using a "backstory" or haphazard "logic" in a video game to nerf a character is just silly

Please don't get me wrong but the game has nothing to do with down earth logic.
As a survivor, I mean getting a hook rammed through the chest/shoulder several times and you are good to go after 16 sec of healing.
This is about a good, fair playing feeling. And that must apply to survivors AND killers. I think the OP's approach is the right one. But you have to approach it carefully and take countermeasures.Killers that have very little counterplay like Nurse or Blight are problematic. Billy has a little more counter play but he also has instant down. All factors that have to be taken into account.

all 3 of these killers depending on perks are usually delights to face and id rather see the game die before I see them nerfed

This post seems written by someone who hasn't played these killers ever. Making them "refuel" wouldn't reduce frustration, it would just make them annoying to play as. Good Blight or Billy players would simply adapt and still win.
Also, are you seriously comparing Wesker's mobility to Blight's and Billy's? What?
Instead of nerfing the few consistently effective killers, we should focus on buffing those that rarely perform well to have more variety.
This is the perfect example of why playing both sides is necessary, otherwise you come up with ideas that only hurt a chunk of players but still doesn't do anything to solve the core of the problem.

Sounds as type of change that just makes killer terrible to play as. Definitely good way how to kill the killer.
Billy used to have reload mechanic, kinda. Wasn't really popular change, was it?

Wesker's power lost 90% of it's passive slowdown (negligible hindered & longer infection post-hook, although the latter wouldn't be a problem if it didn't come with the former, hell just making the infection only start post-hook after conspicuous action or some time would have fixed the problem without crippling him against good Survivors that aren't spraying asap) and while his power is a good counter to holding W, it's not comparable to Billy or Blight's traversal.
Blight already has a decent cooldown and he recently got his skill floor made much higher by (mostly) removing sliding which makes obstacles (in and out of chases) more annoying. He's still very powerful, one of the top-tiers in fact, but nowhere near as powerful as he was.
Billy...I can't say that the punishement for missing is a big deal, especially with certain add-ons, and his new curve window greatly lowered his skill floor, but he's a pain to play in indoor maps and tight tiles without pallets. He's not without weaknesses and doesn't justify a reload mechanic.
Let's also think about the fact that all those new animations & mechanics would likely break things utterly unrelated.

Then slow moving killer need a speed buff, since most slow killers having much lower than "intended" rates
