Can perks like sloppy butcher or coulrophobia not affect recovery speed?

Is annoying to play against a slugging killer that brings those kind of perks and make hard to get another survivor up because of this. Maybe it would be too much, but is really annoying.

    They don't affect recovery speeds.

    A lot of thing is annoying in every competitive game. What else do you want to change?

    Does Coulrophobia affect recovery speed? I know it affects other survivors healing a survivor in the dying state (because that is healing, not recovering), but the survivor in the dying state should still be able to recover at the normal rate.

    It's still annoying because if a survivor tries to heal you, it goes slower, but if you use the Sprint button to deny them the heal so you can recover at the faster rate, they just get confused or upset and leave you. You're stuck on the ground until they come back or someone else shows up.
