Perk stays on lvl 1 at Huntress

I have full perked my Huntress only one Perk is on Level 1 and i dont get in her Bloodweb.
I have tried it now multiple times to get that perk in it i also closed the game.
Deinstall and installing the game doesnt work ether.

is the perk any of the Demogorgon's? if yes, those perks returned to him and now you need to prestige Demo to unlock those perks
