Missing DLC (Xbox To Steam) (Broken Promises)
I just linked my Xbox and Steam through the cross progression system however I and many others had the account link successfully syncing our progress, points and cosmetics but are missing any and all DLC killers, survivors and cosmetics.

Can we get a bump or response on this at all? I'm still missing content I purchased on Xbox when playing on PC. We were told and guaranteed WE DID NOT HAVE TO REBUY OUR CHARACTERS however both my support tickets have been left open with no response and aside from a quick troubleshoot response nothing has come from this? I have done everything correctly as my in game levels, progression and (non DLC) cosmetics have fully transferred.
A week of no response from support after I submitted a ticket then once I try to make Behaviour aware that the issue is still affecting people and they need help the post was taken down and I was directed to community support which didn't have the answers and couldn't physically help with the situation anyway as it involves purchased content not properly syncing with Behaviours cross-progression system…

I have booted up the game on my Xbox and no I'm not family sharing. I've booted up the game on my console and tried again on my pc however it had no effect. I also reinstalled the DLC packs on my console thinking that was the issue and tried again however that also had no effect.

I have a similar issue: I'm missing at least "The Clown" and "Kate Denson" from my transfer from Microsoft Store to Steam. Both have been purchased on Microsoft Store with either Auric Cells or Shards (not directly as a DLC through the store).

I unlocked "The Clown" a second time using Shards after the merge and I lost all progression for that character on all platforms, but not its items.

After trying to bump the issue up by resubmitting a Bug Report that involves Content being purchased with money being partially taken away with cross-progression and requiring repurchase, this is the response. I stated that I already contacted support a week ago and have heard nothing since. This is just anti-consumer behaviour (pun not intended).

Additionally, after going through everything Behaviour recommended and the different channels, this is the response people are getting. Silence…

After even more research, I can almost 100% confirm and narrow down the issue being any content purchase on Xbox through the Microsoft store is not syncing properly with other platforms and requires repurchase despite owning and progressing that content. Behaviour please look into this. The minimum cost to reacquire the content that should be rightfully transferred would be around $165+

I reported the exact same issue for several licensed DLC characters that were unlocked and playable on my Xbox, but not on my Steam account after the sync. I went through your topic and read you stated you are NOT family sharing on your Xbox with this game. I would have sworn on my life the same exact thing. When I got a response to my ticket, that was one of the suggestions for me to verify wasn't the issue. I was almost annoyed at the suggestion, because I was that certain I wasn't family sharing: why would I?
Here's how the help ticket agent suggested I check to verify for SURE the DLC was/wasn't family shared: I went to the Halloween chapter page on the Xbox store (I owned Myers and Laurie on Xbox, but they weren't on my Steam version). It said "Installed" and I thought, "See, told you." But then I noticed another "purchase to own" button or something similar right next to the "installed" one. Apparently I DID have some content family shared on a several-years-old account that I played on ages ago.
I trust your original statement that you don't family share, but maybe just double check like I did lol. Either way I hope you get this resolved. Very frustrating.

Thanks for the reply. I have just double checked all of the DLC packs I’m missing on steam and I can confirm that no I am not family sharing any of it and completely own it on my account. I appreciate the help either way though.

Copy, and of course, man, I feel badly this is happening. I would suggest compiling all of the emailed receipts or invoices of those purchases in case you need to prove or verify with them you actually did make those purchase (assuming you haven't already done so). If you can show a paid paper trail of receipts with accounts that match what you put in for cross progression, I think the only thing you might have to worry about is being patient while they sort it through. I imagine with 2v8, the several bugs, and cross progression, the help ticket employees are backed up. I hope it gets resolved for you quickly!

Hopefully they'll take the time to actually help people affected by this issue (and solve it for future incidents). However all I can do is continue to bump this post daily. Myself and almost everyone else affected by this issue has contacted customer support as instructed but have been ignored (and I had a post taken down too) meaning we literally have no voice in a situation where Behaviour is asking us to spend upwards of $165 to rebuy DLC while we were promised we didn't have to.

FWIW, I'm seeing the exact same issue. All my Xbox DLC transferred to all platforms for about week, and stopped working on Friday. I can still use everything on the console itself, but Steam no longer sees any of the Xbox DLC and wants me to repurchase to unlock even though you can see the carried over progression and customizations on cosmetics.On Steam, I only had purchased the Gold Edition, so when merging the end result for me was that it unlocked all survivors and killers, as there were several of each I had not purchased on Xbox. So now on Xbox, I have every character unlocked, while on Steam, I only have the Gold edition + two characters I unlocked using auric cells instead of a DLC pack
