Title. it still won't be meta and honestly i would just prefer removing the cooldown in its entirety but this is better than the current 20sec

How about no? Do you know how insane the combo with iron will would be?! You're literally not making any sounds anymore and that's while being injured xD

While you picked a wrong time for it, I would love this version of it.
5 seconds is too little though. 10 would be more fair.

Oh my god the survivor running without making any sound at all.
Imagine this with Boon: shadow step and with iron will and a flashlight, and you still have a fourth slot, this is the most powerful chase build in the history of the game.
