Why does blight, nurse and hillbilly have mobility at the beginning of the match?

Vecna's Fly starts out on cooldown, for gods sake. Why can't there be a few seconds grace period for other killers with mobility? Stick wesker in there too.

    I agree, these stupid cooldowns should be removed on all killers. If strongest killers are fine without it, then weaker will be even more fine.

    I was reading the wiki to see what the cooldown on mage hand is and saw Fly starts out on cooldown. Did not know that. It's insane that vecna of all killers can't cross a third of the map at the beginning of the game but Billy can scream his way across the whole thing in half the time.

    I guess it was a design choice. I think the BHVR has different teams with different employee who work on different killers. Some of them may think that a killer with mobility does not need a cooldown while other think they need a cooldown which results in Nurse and Blight doesn't have one but Vecna, Sadako, and Dredge. Maybe some of them are afraid of the situation where a Dredge can immediately teleport to a survivor due to LP or that a Sadako can immediately condemned the survivors at the start of the match. It's the same with Perk and power changes, different employee works on them which results in different changes. There might be a leader who keeps an eye on everything but maybe this person thinks that's cool because it makes them more unique or that trusts the teams to make good stuff.

    Blight, Nurse and Billy are from a different period of DBD. You can see that recently released killers now have some kind of anti camp basekit features (like Artist, Knight, Twins, Singularity) that older killers didn't have (Bubba and Hag beings the ones who needed the most. Maybe this could change in future but i have my doubts.
