Being healed = conspicuous action?
according to the wiki, healing yourself or another survivor counts as a conspicuous action and disables certain anti-tunneling perks, but being healed by another survivor does not? I mean there should be some nuance to it, like being tapped by another survivor shouldn’t count, but if you have time to stop and get fully healed by another survivor, should that not count as a conspicuous action and disable anti-tunnel perks?

The idea is that if you're healing another survivor or healing yourself, it's a conspicuous action as you're not actively being tunneled or having an engagement with the killer.
People heal right underneath hooks in regular gameplay, so it wouldn't make sense to just have you being healed remove your protection.

It's deliberate, so another survivor can't remove the protections for you.
Only actions you take will be able to disable it.

right, but I specifically mentioned being fully healed, not just being tapped by any survivor at all. If you have time to stop and get healed fully directly off of hook, you’re not being tunneled, no?

I think that depends on context, right?
Hypothetically, if you run Second Wind, it's completely possible for you to be healed fully while being mid-chase. Similarly, if the teammate who unhooked you is running We'll Make It and juuuuust manages to get you fully healed before the killer comes back to chase you, it'd be more than possible for you to be healed fully and still be getting tunnelled.
Generally I don't think this poses a huge issue when it comes to anti-tunnel. A survivor who gets fully healed still can't do anything that actually progresses the match, so you're not at any loss here unless you choose to tunnel them - at which point they deserve to have that extra layer of protection.

A survivor can tap you and use a syringe. Full heal out of your control, no more DS.

Consider it simply: Why would another player healing you disable your anti-tunneling perks?
Others have explained it more thoroughly but it’s to support some degree of player agency. It’s kind of why BT became base kit.

Even if you have the time to heal, the killer can still come back to tunnel you even after that. And it would still be tunnelling.

Ah, but usually when I do get healed under the hook I believe the protection is already off of me.
I personally don't even care to be healed under the hook anymore as the killer typically returns especially if I'm the first person hooked.
As both of the previous people say, another person healing you shouldn't affect your protection whether it's from the built-in protection of the game or simply your perks being deactivated. Even if you're fully healed, the killer can still hyperfocus on you to continue tunneling you out as it's easier to win when there's one less survivor.

Especially if they have the mobility to return to the hook right before the heal is completed/when completed. I've had many times where I get healed under the hook and the protection doesn't stay on me anymore because it doesn't really last that long.
It's why I've personally opted to just run away and find someone else to heal me as most killers simply return to the first hooked survivor. Stripping away a player's agency even if they're fully healed doesn't stop the person being tunneled, it just simply makes it easier when they're inevitably on the hook again.

Personally I think self-healing shouldn't count as a CA unless the heal is completed. They have already established that being healed (fully) in and of itself isn't a CA. This completes the intention of preventing touching gens to lose the protections. It also still would protect you if A: you accidentally tap the button off hook, or B: you start healing (safely) in a corner and someone else draws the Killer over to you from them attempting to heal you.
