Let Survivors who have fully recovered pick themselves up under Hook?

What if Survivors could pull themselves up at the base of a Hook to recover the last 5% of the dying state?

I think it'd be a more dynamic system wherein both the Killer and the Survivor need to gauge if the distance to crawl to a Hook is worth it. It would require the Survivor to spend time to crawl to a Hook which is additive to the overall time it would take for a self-pickup, and also need the Survivor to decide if positioning themselves under hook is a smart move or a dumb one. Killers could still slug survivors if they're too far from hook, and now need to make a decision on if the location they slugged the survivor would be more detrimental or beneficial for a long slug.
