Bardic inspiration not working at all!

SUMMARY OF THE ISSUE: now when you try to play bardic inspiration you character moves slightly and then nothing happens and the perk goes on cooldown
PLATFORM: PC/Epic games
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Pressed E with perk equipped

Hi, yes. Few minutes age when I started the game it did that. but it seems reinstalling the game made it work.
