The OTR bug is back.
Unfortunately, with the most recent update, the OTR bug is back. This means now it takes three hits to down a fully healed survivor if they have OTR. I ran into a nea who it happened on, I thought they had a syringe or a syptic, but they just had gel pads. I saw OTR as one perk, this happened during chase so no one could've used it on them as i didn't break line of sight for a second. So OTR should probably get kill switched until this is fixed.

As far as I know that's not a bug? otr doesn't state to be deactived if you're fully healed, so of course you still have endurance even if you got healed by someone else.

I can confirm this is not a bug. The Endurance from Off the Record protects them from the next damage that would down them. If they are fully healed, it is intended for the first hit to injure them, the second hit to give them deep wounds, and the third hit to down them.
They would need another Survivor to heal them for that to happen, though, as self-healing is a conspicuous action and would have cancelled Off the Record prematurely.
