Quick and Quiet description change
The current description of the Perk is as follows:
The vault and hide actions' noise detection and audio range is reduced by 100%.
This effect can only trigger once every 20 seconds.
It probably does what it says in the game's code, but it's quite hard to read and might not be 100% clear, I think it would be nice if the description was changed into something like this:
Your rushed actions are silent.
This effect can only trigger once every 20 seconds.

This is a really easy change that I agree with very much. If you can simplify some things in the game, which potentially could help beginners learn the game faster, then for sure.

Your writing is incomplete. You need to add the loud noise notification, this explosion thing that killers hear and see.

They are called a Loud Noise Notification because you make a Loud Noise when doing rushed actions, if said rushed actions are silent then the Loud Noise Notification doesn't trigger, because well, the action you made isn't loud.
So I think it doesn't really need to be listed, since it explains itself, also any other Perk that makes rushed actions quiet in some way does not list it aswell! :)
