The finisher mori should have the prerequisite of having 11 hooks
sick of being slugged for the mori st 5 gens and to be honest there needs to be some type of reward for attempting all hook stages

I imagine OP was just using hyperbole a bit? I think a lot of people are experiencing a lot more tunneling, camping, and especially slugging for 4k since the finisher mori update was released.
I think it's pretty unusual for there to be endgame with zero gens done, but I do feel what OP is saying here. I've had similar experiences where it's hard to play a few games without seeing some of these things. And I've had days where every match has some or all of those behaviors. But before the update I thought these were somewhat uncommon, which made matches tolerable.

That would make the moris pretty rare, which is not the goal.
The only change that needs to be made is to allow a mori when everybody else is on hook and unable to save oneself.
Way too much time is being wasted to wait for them to be sacrificed.

I don’t know about how balanced or fair this would be but personally I think the finisher mori needs to go. It’s made survivor games even more miserable since it’s inception all for a silly endgame animation.

This is literally impossible at high level without playing Drac or Nurse right now

Even with Nurse, you don't really get 11 hooks at high level. Especially since against these, slugging is currently better than hooking.

The game is not balanced around killers going for 12 hooks, so locking moris behind this system would just result in moris not being used and survivors still being slugged out for the 4K.

I've heard about it as well.
Yesterday I've also seen it happen myself. I honestly didn't think the mechanic would have such an impact. To me it felt like something optional that might come into play every 5th game.
It seems I was very much in the wrong there.
I mean, it doesn't solve the problem of end game being awful in general, but this is a great idea that I've seen floating around recently:
- A killer needs to have a specific amount of hook events happen for the finisher mori to be enabled.
This might tackle the problem to some extend.

My issue with wanting 11 hooks before mori is it won't change how a game is played. The new mori system isn't why killers slug for the 4k, they have been doing that for years. However what is more prevalent is slugging the last person waiting for the second last survivor to die on hook so they can mori which i feel is fine because its usually less than a minute of waiting.
The big issue with the 11 hook requirement is this.
I go into a game and 1 survivor is stealthing all game. I hook and kill everyone else…great thats 9 hooks. Now i find the stealthy one and want to mori them but i can't because they decided to stealth all game and not help their team.
In order to get a mori in a game like that (lets face it there is always that one solo q team mate who does it) is killers would have to risk throwing the game to find that one stealthy survivor and at that point tunnel them to ensure they don't lose them again. Then it becomes a complaint about a tunnel.1
