Moment of Glory is a detriment
Basically the title. I really love the design though.
But why is the perk problematic?
First, you need to open 2 chests to even activate the perk. Yes, rummaging is also an option, but you need a 2nd perk for that. And 2-perk combos need to be worth it. A limited heal is not worth it imo. So if you want to use the perk, you need to use coins, waste a lot of time looking for chests and hope your greedy teammates did not open them first.
Second, the progress is canceled if you are downed. It doesn't matter if you opened 1 or 2 chests. So there is no room for error. The progress is not kept when being downed either. In my opinion highly restrictive and limited perks like this should ALWAYS keep the progress (same goes for Second Wind, Solidarity and Resurgence). It just doesn't feel good to use them because they are more punishment than reward.
I propose to also make it possible to rummage chests with this perk and keep the progress made when downed and also when the perk did not activate. Like this you can always activate it at least once and if you can't use it "during a chase" (via escaping and hiding) you can then use it after getting unhooked.

Just cut the timer a bit and it'll be all good. The 60 seconds seem like way too much. The only 2 scenarios where this perk does it's thing are either if the survivor who's being chased is much better than the killer, or they are on a very good map in an area with a lot of resources.

The problem is that if you make the timer too short you will basically get a syringe.

A "syringe" that requires 2 full chest searches and can't be activated whenever the player wants. Reducing the timer will not make the perk broken, even if they cut it in half.
I also like your ideas though and I agree that this perk requires way too much setup and can be canceled by the killer too easily

The Two chest requirement should just be outright removed

Requirements and survivor perks atm are so painfully abysmal LOL:
-Hardened
-Finesse
-Invocations (Just remove the hecking perma broken make it a duration for goodness sake)
-Second wind
-Camraderie being second hook only
-Blood Pact (getting your friend to run obsession perks just to make this work to the point Power of two is better now)
-Repressed Alliance
-Dead Hard
-Scavenger
there is probably more but it's getting annoying needing very specific requirements for everything just to use any given thing1 -
I think old dead hard was just able to be used while injured and you didn't require a hook state but yeah alot of these survivor perks aren't as powerful as they should be without the silly requirements

The 60 second requirement could be fine if the perk required a killer stun, hook save, or hook sabotage.
That definitely sounds more Moment of Gloryesque.
When the Hound Master update goes live MoG is going to be completely outclassed by Pharmacy.

What is so "glorious" about searching 2 chests?
Imo, the timer should be shorter (but not too short) and the requirement changed. My original idea for it required only getting chased for X seconds, but that could be changed to stuns or escaping chase successfully.
