Killer Ideas

This is a long shot, but I wanted to throw it out here anyway. I realize that licensing will probably be an issue here, but I thought it was a fun idea anyway.

Special Agent Frank Horrigan (The Mutant?) is a cyborg super mutant who wears advanced power armor. He is the final boss of Fallout 2, and has several iconic lines to his name. I personally feel like he could really fill the killer role, being similar in size to Nemesis and just as imposing if not more. For implementation purposes, he has a hardened composite blade on his right armor that could be used as his primary weapon, while his power could revolve around experimental prototype plasma gun on his left arm, possibly requiring charging through actions in chase. As for perks, a perk reducing pallet stun recovery or pallet breaking after being stunned might suit, considering his unintelligent and bloodthirsty personality.

While I recognize that this probably won’t be implemented, it’s a fun idea and it would be awesome to see it implemented later. That being said, I’d like to hear of any ideas or balancing that could make this pitch seem more reasonable (or fun). Also, I’d love to hear any suggestions for other new killers as well.
