The devs balance around the community/streamers, not data.
Chucky has a 52% killrate according to nightlite.
Majority of killers are under their 60% targeted killrates.
With each update killers get worse and worse, it's like the devs are afraid of buffing killers because they don't want to upset the survivors who buy skins.

The devs balance around both, as any dev should.
I think the way they phrased it a while back was "qualitative" and "quantitative" data? IE, they look at both the quality of the experience from feedback the community gives and commentary from those who stream that experience, and the data they can quantify with hard numbers on their end, and then adjust things according to both of those + their vision for the game.
It's a mistake to look only at data. Numbers don't tell the whole story in isolation.

I think the reason is simpler. By design, around 70-80% of the players survivors, and they just simply trying to satisfy the majority, while giving just enough to the rest so they don't abandon the game forever.

Also, keep in mind, Chucky had 58% killrate one month before, and the majority of the data that gives out 52% average is still from before the nerf.
He was the 12th killer by killrate, now he is the 30th.3 -
Nightlight does not have the complete picture, they could be widely inaccurate.
Nightlight cant be used as an argument vs bHVR's stats.6 -
I agree. It's useful for trends and can sometimes line up with the data the devs put out themselves. But Nightlight lacks global coverage, both literally and figuratively.

its not even useful for trends, like if you are worried about something cause you saw it on nightlight.
you could make a post asking if X is showing inaccuracies. But most likely bHVR is working on it or have plans for later.1 -
I asked for killrates about a month ago. Mandy told us that the killrates haven't changed meaningfull. So there are still around 60% i guess.
I mean, they could show us the new unchanged numbers but where is the fun in that. Unnecessary building up conspiracy theories about killrates is much better. keeps the mind alive.

The game is balanced around bad killer players being able to win even against better players as long as they stick to each and every desgin flaw. This just stops at the top 1% level.

Skull Merchant is in the Top 9 killers with the most kill rates
Clearly her "nerf" was alright and she can stay as it is, right? 9th killer is great

I sadly really don't care about the chucky nerf as I am completely denied the ability to play him to even have an experience because he is a paid killer and honestly I preffer him nerfed as everytime I play survivor he gets free hits because he is invisible on almost all loops. He already has the power of stealth during chase and guess what I cant really counter something I haven't played so good riddance. I hate the fact I would be stuck with some stupid killer I don't know how he works because he is locked behind a paywall. I know behaviour needs to make money but seriously how can anyone care about a paid to win killer getting nerfed if he has no access to him. Anyways I will stop with my rant on Chucky.
