Why is it not possible to purchase Junji Ito's collaboration skins in China?

Because they've been region-locked.
Nobody knows the reason behind why it is, so it's anyone's guess really.
Although i don't think neither BHVR nor Junji ito himself is at fault nor the reason behind it.

On Chinese social media platforms, the official Dead by Daylight account released a trailer a few days before the skin's launch, and the video even had Chinese subtitles. However, it was quickly deleted. I suspect that the collaboration wasn't initially meant to be banned, but something happened later that led to the ban of the crossover skins.

The entire thing confuses me honestly and i don't really know what the reason behind it could even be.
- BHVR have no reason to region lock anything anywhere (especially not countries with big video game markets such as China) since it wouldn't financially benefit them at all. Also not to mention how they have basically stated when asked about it, that it's not their fault for why the collab content is region locked in the first place and how they would love to bring it to everyone if they could.
- Likewise with Junji Ito himself and how his work in general isn't banned in the countries that are affected by said region lock for the collab content in Dead by Daylight.
- Some blame the Japanese government for the region-lock, but then that begs the question. Why they would region lock countries such as Ukraine, when they've sent aid over to them due to the conflict they have with Russia?
Fact that a chinese version of the collab trailer exist tells me that you may be correct about how something must have changed last minute, although it might have been an honest mistake on BHVR's part for posting it when they probably weren't supposed to, especially when considering it's not the first time they've done something similar in the past with cosmetics, that they quickly changed not long after.
But like i said before, nobody really knows anything at this point in time and until someone comes out and officially confirms anything, we can pretty much only speculate on the reason why.
Personally, i suspect Crunchyroll might be the reason behind it since they're involved with this collaboration, but that's just speculation.
