Legion has a 20 second cooldown if they miss during Frenzy.

bad example. Legion can put pressure on all survivors with their abilities, running and striking. If Victor hits successfully, you will be left without the ability even longer.

Hey, you said no other killer got punished for making a mistake, and I provided an example of a killer that is punished just as hard for making a mistake with their power.
Twins are also just straight up better than Legion too.

I sadly stopped playing them after this change. It's not even for "mistakes", smart survivor will run together to stop Victor snowbowling, so you will be kicked regardless of how good you are playing. And if 1 survivor has healing perk or god forbid CoH, yeah, forget it, you simply won't catch up their temp with this absurdly long cooldown.

Unfortunately the only reason Twins is really balanced right now is because of all the long cooldowns.
If the cooldowns were reduced you would have to nerf Victor somehow.

+ I’m even more surprised that you can’t bring Victor back because surv can spam LMB with Victor on his shoulders.

You can, just after 30 seconds. I was fine with it before cd change, because any lower could be really too much, but if they gonna leave this cooldown, I think attach time also should be 20 seconds.
