Unusable hook on Shelter Woods

SUMMARY OF THE ISSUE: Could not hook in tile HD01 on Shelter Woods. Survivor had active Bear Trap on.

PLATFORM: PC

Last game in that log.

    Had that happen a second time. Didn't note the tile. I kinda suspect cheaters now.

    4th time. Though I definitely suspect that Nea was cheating. Suffo Pit 1, WaterTower01. Couldn't put a survivor on a hook I just put someone else on. Last game in that log at the very end.
