Dead Hard did not work against Rize/Kaneki
I was on Gideon Meat Plant in chase, I turned towards the killer to bait the hit and dead harded, the killer swung as I was in the dead hard animation but I got downed anyway.
The killer's perks were Bamboozle, Scourge Hook: Floods of Rage, Forever Entwined, and Brutal Strength
My perks were Finesse, Dead Hard, Deja Vu, and Adrenaline.

You were in deep wound in this clip, this prevents endurance from working, which would include Dead Hard.

That's not a bug. Dead hard gives endurance, which when hit, puts you in deep wound. You were already in deep wound, so that endurance did nothing. It works like that against anything that gives deep wound, like being hit with legion or slinger's power.

Then why does the game give you the option to dead hard and put you in the animation if it's not going to work?

Because the perk is activated, it doesn't mean it will have an effect.
