Buff Nemesis
I don't know what kind of intellectual individual on the development team thought to make Nemesis the way he is now, but it's clear that in his current state he is not good enough. His biggest issue is the hitbox of his tentacle. Even in Tier 3, the horizontal hitbox is awful; it's way too narrow and the tentacle oftentimes goes THROUGH survivors, too, so "getting better" is not going to cut it. If the endlag on the tentacle when breaking a wall/pallet was lowered significantly AND the horizontal hitbox was increased, Nemesis would actually be very good.

I don't know what are you guys doing because in my games, a Nemesis reach tier 3 at 5 gens the vast majority of the time

His tentacle is fine. Most of my nemesis game end up in him reaching tier 3 fairly quicky. The main issue of nemesis is how his add-ons suck and 90% of them affect only zombies.

Addons,zombies and no mobility with slower start. He is good killer beginners friendly but dont let him to get his tier 2 long time and in the end game he will be behind and he wont be able to catch up. If zombies were stronger or he had some mobility that would be different story.

Delaying tier 2 is hard on him unless you pre-drop everthing. And he doesn't really need tier 3. It's a good upgrade and he will get some hits that otherwise he wouldn't get, but tier 2 is good on it's own.
To really hurt Nemesis, the key is to use the vaccines in the right time so that he has to infect you again. That makes it hard for him to catch up to a survivor team.

Still tier three is must in end game the difference with 1,5 meter range is huge on some loops but tier 2 is must if you dont get it asap then chance you will loose is astronomical more and more.
