Solo queue only
Everyone picks a killer and perk loadout.
The killer pool is shown (optional, not sure this would be a good idea but lets people counterpick a bit)
Everyone chooses a survivor build (can adjust to adapt to the killer pool)
One person is chosen to be killer at random. Roll is weighted towards people who have not played killer in a while.

Just imagine the queue times for this, with around half of all survs just gone.

It shouldn't matter since people would be queuing up for the mode as a whole, not for one role or the other. You don't need 1 killer and 4 survivors at the same skill level, you just need 5 players at roughly the same skill level.

I get what you're trying to set up, something like Friday the 13th did for lobbies.
However, there's still the unfortunately too high number of players who do not touch one role or the other, and they wouldn't enter this mode. Sadly that alone will deter lots of players.
I don't think they've ever released role breakdown of players globally, but in US East region the queue bonus is pretty much locked for killer all day every day. But I wish we had stats for it.

Dead on arrival since one side mains wont want to play the role they dislike and SWF players can't play the mode at all.

I'm gonna keep it real with you, this was like 90% me a way of venting frustration at people who refuse to play both sides precisely for the reason you said here :(
