Fast Track Doesn't Apply On Brand New Part. ( BNP )
SUMMARY OF THE ISSUE:
When Using A Brand New Part (BNP) With The Perk Fast Track, The BNP Skill Check Consumes all Fast Track Tokens WITHOUT Applying Fast Track Onto The Generator.

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:
You Gain Fast Track Tokens by Other Survivors Getting Hooked.
You Use Your Toolbox's Brand New Part On A Generator.
The Brand New Part Applies as Usual but the Fast Track's Tokens get Consumed Without applying its effect.

It's not supposed to be considered a great skill check, its the same as a oppresion or overcharge skillcheck. The perk itself is bugged, not the BNP

It is supposed to be considered a great skill check. And yes the perk is bugged not bnp which is what I said. same way bnp works on specialist for example, it is supposed to work on fast track as well as they have the same conditions. It only works halfway as it uses the tokens but not the effect

Skill checks like that (difficult skill checks) created by BNPs, Merciless, Overcharge and Oppression don't trigger gen progression bonuses. It plays the great sound, but it doesn't trigger any perks, at least its not supposed to. Like i said, Fast Track os simply bugged and is applying its charges when it shouldn't.
