Hillbilly 8.3.0 Patch is overdone

I think there is currently an issue with how killer balance adjustments have been handled in Dead by Daylight, particularly regarding Hillbilly.
When Hillbilly was buffed in Patch 7.5.0, most players agreed that he might have been slightly over-tuned. However, the nerfs that followed ended up making him feel noticeably worse again, especially due to a few changes that feel questionable or overly punitive.
Hillbilly is in a much healthier place than he was before his rework, but some of the recent adjustments reduced his fluidity and overall gameplay feel more than necessary.
1. Cool-down movement speed
Reducing the movement speed during Chainsaw Cool-down from 2.3 m/s to 1.84 m/s makes missed Chainsaw attempts extremely punishing.
While mistakes should absolutely be punishable, the current value often turns a single miss into a complete reset of the chase.
Suggestion:
Increase the movement speed during Cool-down to around 2.0–2.1 m/s.
This would still punish mistakes while avoiding excessive downtime.
2. Overdrive dissipation buffer
Reducing the dissipation delay from 15 seconds to 8 seconds makes Overdrive much harder to maintain during normal gameplay situations (hooking, repositioning, or brief downtime).
This often causes players to lose Overdrive without actually misplaying.
Suggestion:
Increase the dissipation buffer to 10–12 seconds.
This would keep Overdrive interactive without making it overly fragile.
3. Chainsaw turn rate (quality-of-life improvement)
The eventual turn rate of the Chainsaw currently drops to 32°/s, which makes Hillbilly feel unnecessarily rigid once the sprint stabilizes.
This limits his ability to maintain momentum around small obstacles or slightly curved paths.
Suggestion:
Increase the eventual turn rate to around 42°/s.
This would:
- Improve overall mobility and fluidity
- Reduce the need to cancel Chainsaw Sprint constantly
- Keep Hillbilly skill-based without making him oppressive
Importantly, this change would not suddenly allow him to compete with killers like Blight in terms of directional control, but it would make his mobility feel more consistent with his intended design.
Hillbilly’s current design is much healthier than it used to be, and the rework successfully made him more engaging and dynamic. However, some of the subsequent nerfs feel unnecessarily harsh and reduce the fluid gameplay that made the rework enjoyable.
Small adjustments like the ones proposed above could help restore that balance without pushing Hillbilly back into an overtuned state. It would also make it more likely to be played by newer players as Hillbilly is not an easy killer to play as.

Billy doesn't need changes. Most agree he's still amongst the strongest killers in the game (with many placing him in or around the 5th strongest) and he's, at least in my opinion, the only member of Top 5 to be strong yet fair.
Buffing him, then, would be hugely overkill.
