Let survivors see their teammates' perks.
Not being able to see what perks my teammates have is my biggest frustration with the game.
Even the most inexperienced SWFs can communicate their perks, so this change would bridge the solo and SWF experience without buffing survivor overall.
To prevent lobby dodging, restrict it to showing perks once in game, not in lobby.
An example: I just had a fight with a David over who got to heal the other first because he didn't know I had Autodidact and I didn't know he had Autodidact + Solidarity. And there are countless other examples where you can't get perk value because your teammates don't know your perks.

No would increase lobby dodging/shopping as if people would know what others have they will dodge for not liking perk they chose or them not having build the agree on. Its better they don't know and there is the before match chat you can share your info there if you want.

I said it should only show perks in game, not in lobby. Console players also can't communicate in lobby.

You could show it in the game under the player list, or you could also show it during loading screen so it doesn't slowdown players.
