The Judgement blocking the hook entirely: oversight, bug or intended?

Had a match against the Judgement and they were able to completely block the hook. My teammates and I weren't even getting the prompt to unhook them so had to leave.
Is this an oversight, bug or intended?

It's a bug, no killer should be able to do that.

I think because of the massive crab-legs it can easily block most hooks. Crazy the devs didn't think of that

The Xenomorph can do this too hasn't been fixed to my knowledge so..
