Bill's perks
With Bill coming to Console I'm assuming his perks are going to become teachables instead of universal.
So does that mean his perks will be put into shrine rotation. As they will most likely not be universal for two of the platforms anymore

As far as Bill's perks are concerned:
- He will receive his perks as teachable perks.
- If you have the perks unlocked on other characters already, you will still be able to use them.
- The perks will not show up in newly generated bloodwebs until the teachable versions are unlocked.
- The perks can show up in the shrine.

Yeah it's 100% confirm that he's coming along with the mid chapter patch.
As Xbox player I'm super happy because it means I could finally use the how many times do I have to teach you this lesson old man joke.
Also I like the sounds that grandpa makes when he gets hit

All this means for PC players is even more clutter in the Shrine taking the place of anything new.
