They made them easier and faster to place I believe, but other than that no.

Yes. They are more forgiving to place now. Feels like a massive difference compare to the PTB.

15% for 3 seconds? It didn't seem like it was that powerful from the PTB to be honest

I wouldn't go that far, but the speed difference is definitely significant. 15% seems small on paper, but it's huge when you consider that speed is relative to 4m/s, not 0. Since the difference in speed is usually 15%, adding another 15% on top of that is double the speed.
