Unless im miscounting, leatherface came without a surv, so did ghostface, and ash was independent as well. now we have the new dlc coming with two survivors ;) character balance has finally been restored.

About 51 teachable perks for Killer and 57 for Survivor. Combine that with general perks and how each perk has 3 tiers, youd wind up with needing roughly 200 levels to max out a single character. 600+ for a 100% prestige 3.
To get the full set, that's 10,200 Killer bloodwebs and 11,400 Survivor bloodwebs. To 100% the entire game needs you to level at roughly 22,600 times. Who takes anywhere between 10,000 to 25,000 bloodpoints. Averaging to around 452-562 MILLION bloodpoints at 20k-25k BP per level.
I take that as a bit of a grind. Any chance we can get a second set of Legacy for anyone crazy enough to do all that?

That was never a thing.
Even at launch the ratio was 3:4, after Bill it was again 3:4. LF threw things off but there's never been anything like 1:1.

tbh killers are way harder to balance granted their abilities are much more involved than survivor perks (not to mention they still get their own perks.) i think we'd just end up with two half-assed killers that are unbalanced and unintuitive and/or boring and forgettable.
