Ruin Buff
Survivors very often spawn right next to important totems.
Changing the totem spawn locations is one way of solving this problem, but it still isn't reliable.
I suggest having hex perks have their totem burn only a set amount of time after the trial has began.
Say you have ruin, the totem will be selected after say 30 seconds and only then burn so that survivors don't instantly run into the totems while finding an objective to complete.

Or you could make so totem get lit only when it's effect is triggered. Was suggested many times.

The strongest? No, not really. That perk underperforms on most powerful killers, it can't be the strongest if it works the best on weakest killers. Feels necessary? Yeah, and by how overused it is, it's pretty easy to say, which killers are "the strongest", and which are "the rest".

First thought was, hell no, but the more I think about I like that idea. It encourages survivors to do dull totems, it would help with "the noed problem" and with coming perks like inner strength, ...

Already done. I dont need ruin to play and get 4ks against SwF with any killer at high ranks. Fact is I learned how to apply pressure a where and when. When to acknowledge when a chase was bad and identifying weaker targets and how to push survivors away from target areas.
I realized ruin was a handicap a long time ago. People find it early and last few months people at all ranks are proficient at ruin checks. The single biggest advantage of ruin is securing a hook before gens pop. If your good at chases as you should be at high ranks learn spawning locations you can get the first down before a gen pops.

Try apply pressure on the whole map with weak killer. In time you might get one hook, 1 or 2, or if survivors are smart, 3 gens might be poped. It's not hard to use toolbox and hit great skillchecks in red ranks.

I just thought how hilarous it would be, if the survivors just do ALL totems before the gens and ruin is just like it has never been there.
You got a really good point here. Imagine the next meta really being something like:
All survivors "Inner Strenght" instead of "Adrenaline", three survivors do one totem and one survivor two totems right at the beginning of the match. When the last gen pops all injured go in a locker to heal up.

Its not hard man not quite sure why no one bothers to actually try instead gets stomped on for a few games and runs back to ruin.
Chasing the 3rd survivor while one remains hooked and the second is on the ground. Leaving the fourth to either help the team or finish the gen.

The problem is not applying gen pressure while they are on hook pressure anyway. The problem is applying gen pressure/hoon pressure before three gens pop.

Honestly they should take a page from noed and make totems stay full till the perk itself actually activated at least once, wouldnt help ruin sadly but other hexes would see more play

Ever since EGC has started we no longer need to worry about the first two gens popping. We also have enough anti gen perks currently in the game before the release of Stranger Things too accommodate these issues.
If you know the average pathing of a survivor plus the locations survivors typically spawn you can get your first down within 30 to 40 seconds of the game. If your a faster killer at obtaining downs like Nurse, Billy, Huntress, Spirit, Leatherface, Ghostface you can have a down within the first 15 seconds of the game.
If you prefer to chase a survivor over kicking a gen that's not the fault of the game it's YOURS. Even if they run away you have scratches/blood to follow. Even if they sneak away you have common sense on locations they would hide in or at.
Typically survivors spawn in multiples on locations as well. So you can figure out which survivors the looper and which survivors bad at it from the reaction if you drop down on them immediately.
Are you saying you have been playing this game at high rank for x amount of hours and never had your ruin pop within seconds of the game starting and gotten a 4k? If that's honestly the case then the problem is not the game or the survivors it happens to be you.

According to @Liruliniel you can get your first down in 15 seconds which says a lot about the survivors he goes against.
Nobody needs ruin (or ANY other perk for that matter) to beat that kind of survivor.

Never done a cross map snipe with Billy? Blinked on top of survivors with Nurse? Phased to people with Spirit? Hit people with a Hatchet then meleed them for the down with Huntress? Stalked with Ghostface for a instadown? Instadowned someone with Leatherface? Yes it is possible in the first few seconds to down someone with these killers before survivors have a chance to get adequate cover.
Do I need to spell out the game for you too? I stated when you can get survivors down i didnt say it was regular i even stated which killers are good for it. This requires some information on your spawn locations of survivors and your ability to play. Ruin or no Ruin this should be possible to locate survivors. Everything about this game is RNG, but after thousands of hours everything starts to make sense how survivors move, where they spawn, good vs bad pallets and loops.
Everyone loses games even me, but I do quite well at rank 1 without ruin. I dont find it stressful at all simply because I never really used ruin very much. I like to believe I have stopped needing it a long time ago. Are there matches where I think "if I had ruin?" Yes. I would highly advise people to record there gameplay and look at it. Everyone has had ruin pop instantly and gotten 4k's problem is people dont wonder if they can continue this trend or if they do they get crushed the next match and go back to ruin.
Also on a side note I really do love your name so props.
Let's say 2 survivors spawn at the location you go to correct? One attempts to get your attention and One either tries to hide or run away which is the correct to survivor to chase? You should know the answer already.
Please see the first section of this post. I'm not saying every killer can do this, but I am saying it is quite possible with certain killers based on how they play.

I mean sometimes i go against survivors that make mistakes is red ranks too, but if i don't, "Ruin" does a lot of work in Early Game. At least on everything except Nurse for me. (i'm a bad Spirit/Billy)

You are kinda right with the explanation that you don't need the effect of "Ruin". But forcing the survivors to do something that's not gens or loosing a bit of gen speed the whole game is very helpful against survivors swf with 2k hours each. Especially on setup killers like Trapper or Hag.
On setup killers, "Corrupt Intervention" is doing a lot for you too, because you got enough time to get a proper setup, if you stay near the uncovered gens.

Imagine buffing Ruin...
Doesn’t need a buff. It isn’t suppose to last all game. Other hex perks sure, not Ruin though. Devour Hope and Lullaby could use a slight buff though.

Fix the glitch where survivors can stop and start to power through it. That is the only change ruin needs. I'm killer only and even I think ruin is good as is as long as survivors don't glitch through it.

I don't think that's a glitch. At least I'd like to think it's not, since there are a couple of good reasons not to "fix" it. First, tapping gens constantly makes progress go a lot more slowly than normal, so it's not like ruin just has no effect. Second, the mechanic that allows survivors to do that is the same one that stops survivors from failing skill checks for no reason if a skill check pops up in the split second after they let go of a generator or stop healing.

There is no reason to buff one of the most used perks in the game. If it deserves something it's a nerf, not a buff.

get a down in the first 30 or 40 seconds? WHAT A PIPE DREAM, unless you are a GODLY nurse or the survivor is braindead, you are not getting that down in only 30 seconds any half decent survivor will live longer than that.
