If anything its a perk aimed purely at beginners, and is (in my own opinion) a complete crutch. Begginer aimed perks should be accessible by default for beginners atleast until they get adjusted to the game. Same thing with things such as windows of opportunity, deja vu, this is not happening, fixated spine chill (despite all of these perks being quite powerful or useful in their own right.)
Common problems i see with newer players is not knowing map layouts, failing skillchecks, not knowing about scratch marks or how they leave them, and not having any awareness of the killer. the tools for beginner players should be more easily accessible (like how a few perks listed aren't teachables) and a few mechanics should be taught more outright for newer players expecially with the huge influx of stranger things players coming in.
Feng min isin't free on pc, and the tutorial promotes dwight due to him being effectively the poster boy for the games survivor side and is likely the first survivor many chose unless paying. (ie where "baby dwights come from.) Now i don't suggest making feng a purely free charecter, but i do suggest that her perk and a bunch of other helpful perks could be "shouted out" in the tutorial for newer players who may be having difficulty. Or even in the loading screen! have simple load tips, suggesting specific counters or if a player is having difficulty with chases suggest an exhaustion perk, or if their failing many skillchecks a match suggest this is not happening or technician.
Survivor tutorial should have scratch marks enabled (fixateds effect) by default as well to encourage not running, along with showing how fast actions leave indicators, but slow actions don't (in order to encourage them being reserved for chases.) the killers tutorial should also promote similar things, such as whispers (a reverse terror radius perk, which for new killers can be uber helpful and even amazing for experienced ones) and show off opening the exit gate, closing the hatch, etc. I also suggest adding small dedicated videos in a killers bio section showing off the very basics of their power in order to teach newer players.

Actually doesn't sound like to bad of a buff, But they would have to make a new perk for feng and they wouldn't do that so its gonna stay forever a teachable or bought from the shine

Sadly true. I just feel things need to be made easier on newer players. Along with the fact that failing a skillcheck regresses it anyways so you'd still have to pay attention to the gen you'd just be able to get away with not caring about missing skillchecks as much

So is the survivor/killer tutorial against AI or just some added mechanics for the first few matches? Either way, I think it's good to support new players.
As for loading screen tips, I think they should do random perks from both killer and survivor when playing either role with a brief description. An example would be like: Technician (Feng Min) allows the survivor to repair the generator more quietly and possibly prevent a failed skill check from notifying the killer! Bloodhound (Wraith) allows the killer to track injured survivors with brighter and longer lasting blood trails!
That way, the survivors get notified on which perks they can use and which ones killers can use against them and vice versa.

Pretty much all of this is what I want to a T.
Added mechanics to the first few matches would be amazing, and added mechanics to the tutorial expecially things such as using cover or blood trails/scratch marks.

Even though I have over 1.2k hours I'd still use it because I'm a idiot and miss skill checks a lot

Nah, I would much prefer it to be reworked into:
Can fail a single skill check without alerting a killer once every 20 seconds.
Damaged generators still emit sparks as long as you are repairing it or until another survivor without such perk joins in.
Sound emission is still lowered as it currently is.
