No. But make it that you can't tunnel-mori someone, like adding a timer of 60s for that downed person. Because this is what is not fun.
A mori denies the killer a pip at higher ranks, even if he uses it on death hook. That is balance enough for me.

Its like getting rid of decisive, . Makes survivors overpowered. If they get rid of mori's then its just not fair because if you have a survivor who has decisive and you hook them, its basically a counter to decisive strike.

Why remove one of the best things in DbD? If a Killer is using the Mori after the first Hook its an depip for the Killer. So there is a downside for the Killer to use the Mori.
