Billy is (not)ok
As a main billy such things are rare, but are pretty unrealistic and uncompetitive in my opinion. These are not mindgames, this is literally taking an advantage from the game's hitboxes. Even from the killer's prospective the that Dwight appears to be out of range.

There are also fantom chainsaws, where, despite the fact that the chainsaw should've downed the survivor, it just goes through him and nothing happens, allowing the survivor to reach a loop in that way. So hitboxes can be BS for both sides.

I don't think I would say that the hitbox is to blame here. On that first one, the killer definitely did hit the survivor. You can see the chainsaw inside the survivor.
Naturally on Tofu's end, it looks a little different. But this is due to latency, not the hitbox.
The one after that, I have no words for, though. Then again, that's the first time I've seen something like that happen.

Will this change with the dedicated servers?

Not really. We're talking about an online game here. There is always going to be latency no matter what you do. Data takes time to physically get from one person's computer to the other.
You could maybe split the difference and have the checks done on the server to make it feel more fair, but you cannot possibly prevent latency as a whole.

Maybe you can say that the first is in range, but the second scene is a total bunch of bull *****. The second scene is literally barely in your visual cone

Those are really common, especially is the survivors are a bit laggy..

I would say its more like 50/50, there are some situations where you are like "DAFUQ how did that miss". I had a few games ago yesterday a weird miss, where there was a dwight running in zick zack without any sprint burst perk and I still had a "hit animation" with the chainsaw and still he was alive and ran away. After that point i stopped playing billy for a while xD.
But on the other side, some hits are really insane, I hitted someone through a window in a fast vault even when he was already on the other side running.

That does remind me of a match I had yesterday; I successfully dropped the pallet on a sprinting Hillbilly and stunned him BUT was still downed by the chainsaw.
Don't know whether this has something to do with the internet connection or how the hitbox on the chainsaw works, but there are times where it feels very unfair (especially considering it's an insta-down mechanic).
