Make Perks categorized and limited

Just add categories to perks that you can only pick 1 or 2 from each category.

This would make it so you can balance the game easier by moving perks from categories as needed, and it would give players an actual way to make builds that feel more meaningful.

    This would require characters with all perks maxed out to simply not use some.

    We would need to implement an option where you can take any tier 3 perk and revert it to tier 1 or 2 if you want. Honestly, I would like to see this anyway. We DID pay for the lower tiers in the bloodweb, didn’t we? They should be available to use. I wouldn’t mind using tier 1 Whispers instead of tier 3.

    No! I didn't mean the tiers of the perks. I mean reorganize perks into categories. Like Map control perks into one, or find survivor perks in another. Or based on dev decided strength so you can't mix 2 perks like mettle of man and decisive strike or something like that.
