Can you complete all the pass even if you play only survivor and do only those quest?

Yes, you can complete the tome by only playing Survivor exclusively and you can go back to that tome to complete the rest of the challenges if you so choose.
If you mean "Can I complete all 70 tiers by only doing the Survivor challenges?" Than yes also... it'll just take a lot longer to do so because you're missing out on a lot of Rift Fragments from the Killer challenges...
So in theory you can yes, but it'll take A LOT longer.
